Default Carb heat pulled off muffler shroud

I recently bought a 53 pacer. The carb heat shroud is gone and the carb heat is routed to the muffler shrould. It has an STC'd Bracket air filter. Is it acceptable to eliminate the stock carb heat shroud?

Most likely it is not legal, is there any mention in the logs? Did they add another flange to the muffler shroud, or remove the rear passengers heat?

Without approved documentation, that is something any IA should flag at each annual.

Whether or not it is safe (just my opinion) would depend if you are getting adequate carb heat in all conditions. It is my understanding that you need to be able to raise the carb temp by at least 90 deg F. (including while running the cabin heat full blast). If you have a (accurate) carb temp gauge, I suppose you can decide for yourself the safety factor, but I pretty much doubt any FSDO will sign off on a field approval.
